Operational Definitions

The number of newly child abuse cases per 100 000 population aged 0-17, based on mid-year estimate of population.

All figures are collected from Social Welfare Department since 1981.
Figure for 1981 is not available, since the Child Protection Services Unit (CPSU) had not set up until 1983. The number of active cases as at July 1983, which is extracted from the Study on Child Abuse conducted by the Research and Statistics Unit of Social Welfare Department, is used as a proxy for 1981. It includes cases handled by the CPSU, Family Service Centres and the Probation Offices of the Social Welfare Department.
