Operational Definitions

The number of juvenile defendants convicted per 100,000 population, based on mid-year estimate of population. “Juveniles” refer to those persons age 7 to 15.

All figures are colllected from Census and Statistics Department since 1981.
All figures refer to financial year, e.g., figure for 1981/82 is used for 1981.
According to Annual Digest 2004, since 1 July 2003, the minimum age of criminal liability has been raised from 7-10. Before that date, this age group referes to 7-15 (* the adjusted age group is 10-15).
