Operational Definitions
Figures refer to expenditure of the Council’s Entertainment and Recreation Selected Committees under the Urban Services Department and expenditures on recreation and sports by the Regional Services Department. According to the Urban Services Department, there was no specific definitions of sports, entertainment and recreation, nor any clear distinction between these categories. Expenditures were counted towards these items according to the administrative structure of the departments.

Per capita public expenditures for promotion of sports, entertainment, and recreation

Expenditures were counted towards these items according to the administrative structure of the departments.
All figures refer to financial year, e.g., figure for 1985/86 is used for 1986. Figure for 1981 is not available.
Further to LCSD (19Feb 2008), figures refer to expenditures on sports, entertainment, arts and greening by LCSD as at end of financial year. The public expenditure for promotion of sports, entertainment and recreation covers the following areas: managing civic centres; presenting and promoting cultural, entertainment and film programmes; promoting arts at schools and in the community; planning new cultural services and facilities; supporting, through the grant of subvention, the activities of the Hong Kong Arts Festival Society, supporting, through presentation or sponsorship, the activities of local performing arts organizations and artists; and managing the Music Office.
The sub-indicators were updated as "LCSD's expenditures for promotion of entertainment" and "LCSD's expenditures for promotion of sports, recreation and greening".
