The whole framework places quality of life as the core of the 3 welfare concepts, It is the overarching welfare goal. A broad conception of the notion of quality of life includes both individual level and societal level. At the individual level, it refers to the objective living conditions and subjective well-being of the individual citizens. At the societal level, quality of life inherently covers social cohesion and sustainability, which are the other two welfare concepts of the framework. Each of them is further conceptualized with different goal dimensions and measured differently according to different measurement dimensions. The interplay between the 3 welfare concepts, i.e. quality of life, social cohesion, and sustainability, and their corresponding goal dimensions produces a bundle of complicated and overlapping relations.
