The percentage of labour force with post-secondary educational attainment who are unemployed.

All figures are collected from Census and Statistics Department since 1991.
Figure for 1981 is extracted from Hong Kong 1981 Census Basic Tables, using the total number of unemployed persons attaining post-secondary, polytechnic/technical institute or university level with and without previous job and the total number of economically active population attaining post-secondary, polytechnic/technical institute or university level (i.e. unemployed persons)/(unemployed persons with post-secondary attainment + economically active population with post-secondary attainment). Figures for 1986, 1991, 1996, 1997 and 1998 refer to tertiary education, which is operationally defined in the source of data as educational attainment other than kindergarten and primary level, and secondary/matriculation level.
According to C&SD (25Sep2009), starting from the year 2001, annual figures derived from the General Household Survey (GHS) may be different from those in the earlier edition. For the previous edition, the annual figures are compiled based on the average data for the four quarters of the year concerned. Starting from this edition, these statistics are compiled based on data collected in the General Household Survey from January to December of the year concerned as well as mid-year population estimates.
