操作定義
The per capita annual fresh water consumed by domestic sector, including “unaccounted-for water”. Unaccounted-for water refers to water that is not consumed by any parties but leaked out of the pipe. The Water Supplies Department attributes the total volume of water leakage on pro rata basis to domestic and commercial/industrial sectors.
